The City of New Castle is looking to partner with the Youngstown Neighborhood Development Corporation to help with securing grants for economic development.
The city doesn’t have much available land, so it’s working with the Youngstown Neighborhood Development Corp. to “spot build” houses to meet the need for affordable homes.
